(NEW) TWO CRUCIAL BILLS TO ADDRESS PCH SAFETY PASS STATE SENATE

The California State Senate passed SB 1297 and SB 1509 this week, two crucial tools advancing the effort to reduce traffic collisions, injuries and fatalities on Pacific Coast Highway (PCH) in the City of Malibu. SB 1297 passed the Senate 36-3 on May 20 and will next be considered by the Assembly’s Transportation Committee. SB 1509 passed the Senate 27-1 on May 22 and will next move through the Assembly’s Committees.

SB 1297, introduced by Senator Ben Allen, expands the state’s existing automated speed camera pilot program to include the City of Malibu, where dangerous conditions on PCH has been a top community concern for decades.Click here for more details on AB 1297. AB 1509, the “NOT in California Act,” introduced by Senator Henry Stern, a Malibu native, would make convictions of driving 26 MPH or greater over the posted speed limit, a two-point violation against a person’s driver's license.Click here for more information about SB 1509.

(NEW) UPDATES ON PROJECT TO SET THE VISION FOR THE FUTURE USES OF MALIBU’S COMMUNITY LANDS

PROJECT INVITING PUBLIC INPUT HOLDS FIRST COMMUNITY MEETING
Nearly 100 community shared ideas and discussed the future of Malibu’s five vacant properties (totaling more than 61 acres) at the first meeting for the Malibu Community Lands Project on May 21. To ensure the future of these lands aligns with the community’s priorities, the City is conducting a robust outreach and engagement program to collect feedback from every part of the community, representing as many people and views as possible.

TECH HELP FOR SENIORS FOR THE MALIBU COMMUNITY LANDS PROJECT

MALIBU STATE OF THE CITY VIDEO

On May 10, Mayor Steve Uhring delivered the State of the City address, reflecting on the City's highlights, challenges, and achievements from the past year and looking toward the year ahead. The event, hosted by the Malibu – Pacific Palisades Chamber of Commerce, took place at the new Santa Monica College (SMC) Malibu Campus. Along with Mayor Uhring, speakers included Santa Monica College Associate Dean Alice Meyering; CA Senator Ben Allen; Assemblymember Jacqui Irwin; Sophia Soudani, representing LA County Supervisor and Board Chair Lindsey Horvath; Malibu-Lost Hills Sheriff’s Station Commanding Officer Captain Jennifer Seetoo, Santa Monica-Malibu Unified School District Board Member Stacy Rouse. EFFORTS TO IMPROVE PCH SAFETY

The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of Pacific Coast Highway (PCH), which has long been a top priority for the community. See the past and current measures to improve PCH safetyon the dedicated webpage.For decades, PCH safety has been a top priority for Malibu. The City Council declared a local state of emergency to address the increasingly dangerous conditions on the highway, culminating in the tragic deaths of four Pepperdine University students struck by a speeding driver while walking along PCH in October 2023. Since 2010, 61 people have lost their lives on PCH.

(NEW) JOIN THE PCH SAFETY EFFORT - COME TO CITY HALL, SIGN THE PLEDGE WALL, PICK UP A LAWN SIGN FOR YOUR PROPERTY AND A POSTER FOR YOUR BUSINESS

You can join the effort to help make PCH in Malibu safer for residents, visitors, commuters, pedestrians and cyclists. The California State Transportation Administration (CalSTA) and California Office of Traffic Safety (Cal OTS) launched a driver education campaign to support Malibu's fight to address PCH safety. The CalSTA and Cal OTS campaign includes 31 billboards placed along freeways outside Malibu, as well posters, lawn signs, and social media advertising.

You can help raise awareness and change driver behavior on PCH:

  • Slow down and drive safely and patiently. Set the cruise control, enjoy the ride, put down the phone, that text can wait.
  • Observed posted speed limits in construction zones, where there are workers and work vehicles, equipment, and changing traffic patterns. Fines for traffic citations are doubled in construction zones under California law.
  • Come to Malibu City Hall and sign the Pledge Wall to show your commitment to slowing down and helping to make PCH safer.
  • Pick up a free lawn sign at City Hall and post it on your property.
  • Pick up a free poster and post it at your business or workplace.
  • Post a photo on social media with your lawn sign or poster, with the hashtag#GoSafelyPCH
  • Sign the online pledge at:GoSafelyPCH.org.

(NEW) PCH TRAFFIC ENFORCEMENT UPDATE

In response to the increasingly dangerous conditions on PCH, the City approved a long-term contract with the CHP to add three full-time officers starting in January to assist the Los Angeles County Sheriff’s Department (LASD) with traffic enforcement patrols on PCH in Malibu. It is the first since the City's founding in 1991 that Malibu has had regular CHP patrols. After the October 2023 tragedy, the LASD increased traffic enforcement patrols at the City's request. The CHP patrols and the intensified traffic enforcement by LASD have already gotten noticeable results, with fewer collisions, injuries and deaths on PCH in Malibu. This highly visible enforcement sends a strong signal that speeding and reckless driving will not be tolerated in Malibu.

With Memorial Day Weekend signaling the start of the busy summer beach season, Malibu prepares to welcome millions of visitors. The City is posting messages to help keep PCH, beaches and trails, and Malibu's neighborhoods safe, clean and beautiful for residents, visitors, cyclists, pedestrians and other motorists all summer long.

  • Please help keep PCH safe for residents, visitors, cyclists, pedestrians and other motorists this summer! Celebrate responsibly, don't drink and drive. Designate drivers, use taxis or rideshares, or go sober! Report intoxicated drivers by calling 911.
  • Please help keep PCH in Malibu safe for residents, visitors cyclists, pedestrians & other motorists this holiday and all summer! Watch for pedestrians & cyclists crossing PCH & cars pulling in & out of beach parking!
  • Please help keep Malibu's beaches, trails and neighborhoods clean and beautiful for all to enjoy this holiday weekend and all summer! Pack it in, pack it out. Please don't litter, and if you see trash, please pick it up and put in a trash container!
  • This Memorial Day weekend, and all summer long, please enjoy Malibu's beautiful beaches safely! Swim near a staffed lifeguard tower, beware of rip currents, and keep your eye on the ocean, while on shore. Always accompany children in the water and near the surf. Dogs, alcohol, fireworks, fires, camping and drones are not allowed on beaches in LA County.

PUBLIC SAFETY

(NEW) PARKING ENFORCEMENT ACTION

On May 15, the Los Angeles County Sheriff’s Department (LASD) and the Sheriff's Volunteers on Patrol (VOPs) conducted an overnight parking enforcement operation throughout PCH in Malibu. The operation resulted in five towed vehicles, one DUI arrest, more than 60 citations for vehicles in violation of the City’s ordinance restricting overnight parking of oversized vehicles on PCH, expired vehicle registrations, and more. The City will continue to work in partnership with LASD to ensure overnight parking restrictions are continuously enforced throughout PCH to proactively address the issue of vehicular homelessness and improve public safety and quality of life in Malibu.

MEET YOUR LOCAL DEPUTIES AT THE MALIBU LOST HILLS SHERIFF’S STATION OPEN HOUSE, JUNE 1

Join the Malibu - Lost Hills Sheriff's Station for their Open House on Saturday, June 1, 9:00 AM - 1:00 PM. Meet your local law enforcement officers, discuss public safety issues. Highlights will include equipment and booths from Malibu Search and Rescue, Volunteers on Patrol, the K-9 Unit, Sheriff's Mounted Posse (horse patrols), Mini Therapy Horses, as well as horse rescue equipment, a Sheriff's Department helicopter, and jail tours. NOW IS THE TIME TO COMPLETE MANDATORY BRUSH CLEARANCE BEFORE JUNE 1 DEADLINE

The June 1 deadline for mandatory brush clearance is coming up fast, so now is the time for Malibu homeowners to get started on their brush clearance. Proper brush clearance is one of the most important ways to make your home and the community more resistant to wildfires. If you have not yet completed your brush clearance and need help or information, please contact our Fire Safety Liaisons atFireSafety@MalibuCity.org or call 310-456-2489, we are here to help you. Brush clearance helps create the “defensible space” that firefighters need to safely and effectively protect life, property, and the environment. Be sure to complete your brush clearance before the June 1 deadline to avoid fines. SIGN UP NOW FOR A HOME WILDFIRE ASSESSMENT TOGETHER WITH BRUSH CLEARANCE

In addition to completing mandatory brush clearance, one of the best ways to protect your home and community is to get a free Home Wildfire Assessment. The assessment involves a 30-to-60-minute exterior inspection of your property by the City's Fire Safety Liaisons looking at what can be done to make the home and property less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take to harden your property, such as removing dead vegetation or wood furniture that is touching the house and covering attic vents with fine steel mesh. APPLICATIONS ARE ONCE AGAIN BEING ACCEPTED FOR FREE HAZARD TREE REMOVAL PROGRAM

PROGRAM APPLIES TO DEAD TREES ONLY. OPEN TO MALIBU CITY RESIDENTS ONLY.The City is once again accepting applications for the free Hazard Tree Removal Program. The City secured an additional $326,000 in grant funding to extend the popular program. This is the third round since the program started in 2021. The program is one of the concrete steps that the City is taking to improve wildfire safety across the community in Malibu. It empowers residents to make their homes and properties less vulnerable to wildfire, which in turn protects entire neighborhoods by reducing the fuel that fires need to spread. The City’s Fire Safety Liaisons and a licensed arborist will come to your home and determine if the trees meet the program's criteria for removal. PLANNING

HOUSING ELEMENT DRAFT #5 SUBMITTED TO STATE

After a seven-day public review period concluded on the fifth revision of the 2021-2029 Housing Element Draft, staff submitted the draft to the California Department of Housing and Community Development (HCD) on May 7. This was part of the settlement the City reached with with the California Attorney General, Governor Newsom, and HCD that will enable Malibu to reach compliance with the state’s Housing Element Law. With technical support from the state, the City will adopt a housing plan by September 23, 2024, to allow for the development of 79 housing units, 47 of which must be affordable to low- and very low-income households. The agreement is related to California’s sixth Housing Element Update Cycle for the 2021-2029 time period. For more information,visit the Housing Element webpage.

SANTA MONICA COLLEGE ANTENNA TOWER HEARING, JUNE 3

On June 3, the Planning Commission will hold a public hearing to consider modifications that would bring the existing communications tower at Santa Monica College Malibu Campus into compliance with City code and be able to be used by the Los Angeles County Sherriff's Substation on the campus. Since the tower was erected in 2022, during the construction of the SMC campus, Planning staff have been working with the County to bring the tower into compliance.For more information, see the Hearing Notice.

EXPANDED PLANNING PUBLIC COUNTER SERVICES

As part of the Planning Department’s effort to improve customer service and streamline the development process, the Planning Department is offering Planning Consultations on Tuesdays and Thursdays from 8:00 AM to 12:00 PM. This will give members of the public an opportunity to speak to a senior-level planner during counter hours. Members of the public are encouraged to submit over-the-counter applications at the Public Counter to receive same-day approvals and to obtain zoning information. No appointment is necessary. The Planning Public Counter is available Monday through Friday from 8:00 AM to 12:00 PM. In addition, the Planning Fire Rebuild team is available on Tuesdays and Thursdays from 9:00 AM to 12:00 PM. ENVIRONMENTAL SUSTAINABILITY AND BUILDING SAFETY

(NEW) COORDINATED INTEGRATED MONITORING PROGRAM APPROVED

The Los Angeles Regional Water Quality Control Board provided final approval of the November 2023 North Santa Monica Bay Coastal Watersheds Coordinated Integrated Monitoring Program (CIMP) on April 30, 2024. The goal of the CIMP is to provide monitoring, activities, programs, and projects aimed at protecting our water quality and managing the watershed.

COASTAL VULNERABILITY ASSESSMENT PHASE 2: COMMUNITY SURVEY OPEN

MALIBU DEVELOPMENT PORTAL

The City launched a new Development Portal for applicants or owners to submit projects, get status updates, keep track of progress on their projects, and manage documents and fees. Property owners will have access to individual projects, real time updates, Departments' revisions, required documents, and fee information. BUILDING SAFETY MONTH

The City celebrates Building Safety Month in May. This year’s theme is “Misson Possible.” Founded by the International Code Council, Building Safety Month is observed by agencies around the world to raise awareness about the need for safe and sustainable structures where we live, work and play. MALIBU BUILDING SAFETY WINS PRESTIGIOUS DEPARTMENT OF THE YEAR AWARD

The City is proud to announce that the Environmental Sustainability Department/Building Safety was presented with the California Building Officials (CALBO) Building Department of the Year Award. CALBO is a State organization of city and county building departments and industry representatives, with over 500 California member cities and counties. This award recognizes the outstanding leadership demonstrated by a jurisdiction. To win this award a department must meet strict criteria showing dedication to building safety through effective long-term disaster response, environmental sustainability, and progressive technological practices. The Environmental Sustainability Department / Building Safety has made significant strides in those areas, promoting building safety, innovation, and community engagement. They have shown remarkable adaptability and have been at the forefront providing essential services and care to the Malibu community.

SLOPE FAILURE/COASTAL EROSION TRACKING

In response to the substantial winter rains that caused numerous slope failures and coastal erosion in the City, the Environmental Sustainability Department and the Geotechnical Team are closely monitoring these hazardous sites and are ready to expedite temporary measures to protect structures and public safety. Additionally, to further assist property owners, staff developed theEmergency Slope Best Management Practices Checklist. During the rainy season, properties with slope failure conditions must submit temporary erosion control plans and geotechnical recommendations for review. Staff continues to conduct outreach to property owners and building professionals on how to prevent and respond to winter storm erosion.For more information, visit the webpage.

The Malibu Arts Commission, in partnership with SMC-Malibu, presents Arts Talks with featured artist, photographer Pep Williams on Tuesday, June 4, at 6:00 PM, SMC-Malibu campus (23555 Civic Center Way. Map). During a question-and-answer session, the artist will discuss his work, creative process, and art experience. Williams is a fine art photographer who has traveled globally, creating materials for his photographic exhibitions and has photographed spreads for magazines worldwide. (NEW) LEGACY PARK NATURE WALK AND STORYTIME, JUNE 12

Walk around Legacy Park with park educators and naturalists on Wednesday, June 12, from 10:00 to 11:00 AM. Suitable for children ages 5 and under, participants will learn about the abundant waterfowl and wildflowers and explore using a magnifying glass. The walk will culminate with Storytime at the amphitheater with a Malibu librarian. Children must be accompanied by an adult. Meet at the Malibu Library. GIRLS VOLLEYBALL CLINIC, MAY 29

Instructors will focus on skill development, teamwork, and communication in a nurturing sports environment. The program takes place Wednesday, May 29, at 4:00 PM at the Malibu High School Small Gymnasium. The clinic is complimentary to attend and instructed by Train Goat Gainz. SUMMER ART EXHIBITION CALL FOR ARTISTS, APPLY BY MAY 31

In tribute to Malibu’s deep roots in surfing culture, the Malibu Arts Commission invites local Malibu artists to submit artwork in any medium for consideration to be featured in the next public art exhibition in the Malibu City Gallery, “A Tale of a Seaside Town.” Online submissions are due by May 31. SUMMER RECREATION GUIDE AND CITY NEWSLETTER

The Summer Recreation Guide and City Newsletter is now availableonline and was mailed to Malibu homes during the week of May 1. The guide includes programs from June through August, including the Adult Softball League, Aqua Aerobics, Day Camps, Learn to Swim Lessons, Outdoor Recreation, Senior Programs and Excursions, and special events such as the CineMalibu Movies in the Park. Registration for Summer Programs opens on Monday, May 13 at 8:00 AM,visit the Registration webpage for a list of programs.

PUBLIC WORKS

UPDATES ON LANE AND ROAD CLOSURES

The City is in constant communication with Caltrans as their engineers continue to assess the safety and stability of the slopes and roadway at the landslide sites in Topanga Canyon and on Pacific Coast Highway (PCH).

Lane closures on PCH for the City's PCH Signal Synchronization Project are necessary to complete the City's most significant project to date to improve safety and mobility on PCH, a top priority of the community. The signal project work cannot be done at night safely and without incurring major project cost overruns and delays. Completion is expected in late 2024.

The City understands the inconvenience and frustration caused by the traffic congestion. The closures are necessary for the safety of motorists and workers. We will continue to post any significant changes on social media and other platforms. If no updates are posted, it is because nothing has changed.

Please drive cautiously in the slide areas, and watch for workers and work vehicles in the road. Fines for traffic citations in construction zones are doubled under CA law.

CALTRANS PROJECTS

CALTRANS - TOPANGA CYN
Topanga Canyon remains closed in both directions at least until this fall due to the large, active landslide. Please note that Topanga Canyon is outside City of Malibu, and Caltrans has jurisdiction over Topanga Canyon. The City shares this and other updates as a courtesy to Malibu residents and commuters impacted by the Topanga closures. For questions and comments, please contact Caltrans atTopanga@dot.ca.gov.

CALTRANS - PCH AT BIG ROCK
One lane of northbound PCH remains closed near Big Rock Dr due to an active landslide. Over the past few weeks, the majority of large rocks have descended.

CALTRANS – SOLSTICE CREEK BRIDGE REPLACEMENT WORK
One lane of northbound PCH is diverted into the center media just before Corral Canyon for a project to repair or replace culverts along PCH to restore endangered fish habitat, and to replace the Solstice Creek Bridge. Watch for active construction with workers and work vehicles, and a 30 MPH speed limit.

CITY OF MALIBU PROJECTS

MALIBU PCH SIGNAL SYNCHRONIZATION PROJECT
Crews are currently working westward near Carbon Canyon, and have bored and installed approximately 25,000 linear feet of conduit. Additional crews are working further west identifying existing utilities, potholing and installing new conduits and pull boxes. Unfortunately, crews are unable to implement the alternate traffic control (shifting the lanes to the center to keep two lanes open) due to safety reasons, existing infrastructure, and specific locations of ongoing work.

PCH MEDIAN PROJECT
Construction is underway on PCH from John Tyler Dr to Puerco Canyon on the City’s PCH Median Improvement Project, which will contribute to PCH safety. Estimated completion June 2024.

MALIBU BLUFFS PARK SOUTH WALKWAY REPAIRS – The contractor started pouring concrete for the west portion of the sidewalk and most of the curb last week. Crews will continue preparing subgrade and installing forms for remaining sections of sidewalk at east end of project.

MALIBU PARK STREET RESURFACING PROJECT – The contractor has completed the 30" diameter RCP storm drain pipe and catch basins, pavement repairs and Type II Slurry, proposed on both sides of Harvester Road. Asphalt is delayed due to weed issues but is expected to be ready in mid-May. Final striping will be scheduled shortly after paving is completed.

Malibu City Hall is open to the public with few limitations as of February 22, 2022.

Regular City Hall hours are Monday through Thursday, 7:30 AM to 5:30 PM and Fridays 7:30 AM to 4:30 PM. Members of the public may come to City Hall without an appointment during public counter hours (listed below). An appointment will be needed for in-person assistance during any other hours.
