E. Uvezey writes to The Sun aa follows: Ve believe the (rreat ma.s of our people will asrree with your remarks In Ths Sun of Monday niorniufr on the new "Assessment Bills, and except on one or two points in regard to resubmitting the fifteenth amendment, one in particular is the exemption feature in Mr. Gorter's new amendment This was the cause of the defeat of the third amendment at our last election, although politicians mav not admit it. Now, if we strike out all exemptions from Mr- Gorters till, or any other bill that may be offered containing exemptions and insert In the place thereof, that hereafter no legislative body in this State shall have the power to pass any law exempting- any class of property from nutation, except that owned by the peneral government, Stat, municipal or county eoveriiment.s, we believe such an amendment would be passed almest unanimously by our people. "On the contrary, if another amendment is offered containing the exemptinjfs of millions of property ns proposed in the Gorter amendment, another storm will be raised throuehout the State to defeat it.

No doubt of this, as many of our Farmers Alliauces and uransrers and others passed resolutions asrainst constitutional exemptions, not wishing to fasten them upon the State for all time to come. Besides our present bill of rights and State constitution have none of these exemption feature in them, and why have them inserted at this late period? Why this departure irom the policy of our predecessors in forming- our State government? Uniform on the etme class of property' with no 'exemptions' is alt the power tnat we should confer upon our future legislative assemblies, and our hope is tnat the people of the State of Maryland may so decide again at the polls as whs decirird at our last election, if an amendment is again submitted with all this vast amount of millions exempted. taxnavers will demand justice. Let as have tlie "amendment without constitutional exemptions." Neither the Gorter amendment nor the amendment to that amendment proposed by the City Council exempts anything. But it is proposed to give to the people of Baltimore the rifcht to express their opinions as to what shall be taxed ana how it shall be taxed, and to sav what exemptions, if any, may be made pa far as municipal taxation is concerned.
